Following formal endorsement by the Dzongkhag Tshogdu (DT) today, Haa Dzongkhag Administration is pleased to announce the official rollout of the Standard Operating Procedure (SOP) for Integrated Waste Management. This comprehensive framework marks a transformative shift in how our community manages waste, moving from simple disposal practices toward a sustainable, circular economy.

Haaโs largely untouched and pristine beauty is our greatest asset. However, it is increasingly facing pressure from growing waste management challenges.
Critical issues have been identified by the Dzongkhag Waste Management Task Force (DWMTF) that necessitate a unified, structured response, including:
โข Illegal Dumping: Increasing litter around settlements, forests, streams, and rivers.
โข Industrial Residues: Improper disposal of sawdust from sawmills and debris from construction sites.
โข Urban Obstructions: Clogged drains and waste accumulation in town areas.
This SOP is designed to prevent and curb pollution, to safeguard public health, and to strictly uphold the Polluter Pays Principle to protect our natural environment.

The SOP is a shared mandate for all who live, work, and visit Haa. Its jurisdiction extends across:
โข All Administrations: Dzongkhag, Gewogs, and Throm.
โข Institutions: All public institutions including schools and regional offices.
โข Industry & Businesses: Sawmills, construction sites, workshops, and business houses.
โข Communities: Every household and individual.

The initiative moves beyond basic waste collection toward innovative โWaste-to-Resourceโ approaches. Key features of the SOP include:
โข โ Technology-Enabled Surveillance: Installation of cameras at identified hotspots to deter and penalize violators.
โข Mandatory Waste Segregation: Households and businesses are required to separate organic, recyclable, and residual waste at source.
โข โ Strict Enforcement: A revised fine schedule is now in effect, with penalties up to Nu. 60,000 for serious violations.
โข Circular Economy Initiatives: Converting sawdust into briquettes and organic waste into community compost.
