The Dzongkhag Administration is proud to participate in the ongoing Civil Service Innovation Day 2026, where we showcased our simple community-driven initiative “From Rags to Bags.”
Our project is simple. We collect discarded cloth rags from households and individuals, stitch them into beautiful, reusable carry bags. By transforming waste into a resource, we are actively promoting eco-friendly alternatives to single-use plastics across our Dzongkhag.
These upcycled bags are being made available in shops throughout the Dzongkhag for just Nu. 20 per bag.
Next time you need a bag, our local shopkeepers will have a sustainable option ready for you at a throw-away price!
Next time, you take a ride in a Haa taxi, please keep an eye out for our specialized Haa-Lay-Mi Lay cloth or Desho bags. You can comfortably use them to store your trash during your journey, ensuring nothing gets thrown out of the car window. Our proud taxi operators will handle the appropriate disposal for you!
And once again our objective is simple. To encourage meaningful behavioral change in small, everyday ways.

With inspiring ideas and initiatives showcased by 62 other agencies, we are excited to adapt, tailor-make, and implement a lot of these best practices in Haa, without having to reinvent the wheel!
