𝐋𝐨𝐜𝐚𝐥 𝐀𝐫𝐞𝐚 𝐏𝐥𝐚𝐧 𝐟𝐨𝐫 𝐇𝐚𝐚 𝐓𝐡𝐫𝐨𝐦 𝐚𝐧𝐝 𝐇𝐚𝐚 𝐃𝐞𝐯𝐞𝐥𝐨𝐩𝐦𝐞𝐧𝐭 𝐂𝐨𝐧𝐭𝐫𝐨𝐥 𝐑𝐞𝐠𝐮𝐥𝐚𝐭𝐢𝐨𝐧𝐬 (𝐇𝐃𝐂𝐑)

The two-day consultation on Haa Throm’s Local Area Plan (LAP) and Haa Development Control Regulations (HDCR) concluded today, chaired by Dasho Dzongdag.

Experts from Paro Regional Office of Infrastructure Development, Department of Human Settlement and Dzongkhag officials came together to work on a clear and sustainable plan for Haa’s urban development.

Key priorities included developing comprehensive masterplans for drainage, road networks, water supply and sewerage systems. The team also discussed the need for accurate plot reconfiguration, updated as-built data and completion of plotting in the unplanned LAP areas.

Another highlight was the revision of the 2017 HDCR to align with national standards while preserving Haa’s unique traditional architecture, in line with the Dzongkhag’s Haa-Lay Mi Lay brand.

Further studies and technical works will continue in the coming weeks.
